Skip "pending" state for task with minimal duration (sf.net)

When a big task is running, and the maximum bumber of simultanious actions is set to the default of 1, Copy Handler will place jobs in "pending" state. This can be irritating when the first task is major, and will be runnig for hours, the following tasks will be postponed for hours. For things like moving files on the same disk, or copying small files, it's pointless to wait for the major task to be finished.

Is it possible to add some rules concerning the Pending list? Like 'always start move jobs on same partition directly' and 'always start jobs with filesize of max x bytes directly' These options would me the program a lot easier to work with.
