Configuration - predefined sets of automatic responses

Add configuration option to define a set of predefined automatic responses.

It should be possible to load predefined automatic response from the rule edit dialog.

A list of predefined rules should be displayed when expanding "Custom rules..." button in various feedback dialogs.
