Remove chext dependency on ATL

While trying to upgrade compiler to VS2017 in the past, the biggest problem was chext, which was not registering properly with Windows XP.

To avoid deprecating WinXP at this point, try to get rid of ATL dependency in CH shell extension to possibly pinpoint the registration failure.
