Better boost integration with VS projects

There are various paths under which boost can be found in various environments.
Currently CH has boost paths defined in each configuration of each project. That makes changing the path time consuming when working in different environment.
Introduce VS property sheet with the boost path settings, so that a single place have the boost information allowing for an easy change.
